Nyokum celebrated with traditional gaiety
ITANAGAR, Feb 26: Nyokum, the main festival of Nyishi community was celebrated across the state with traditional fervour and religious gaiety.
Attending the Nyokum celebration at Sagalee, Papum Pare district as chief guest today, Governor Gen. (Retd) JJ Singh exhorted the youths of the state to shoulder the responsibility of carrying forward rich culture and traditions. Singh also urged them to save the Mithun, the pride animal, and flora and fauna of the State.
Mesmerized by the scenic beauty of Pare Valley, the Governor stated that the flora and fauna found in the state is unique which cannot to found anywhere in the world. Dwelling in length on eco and adventure tourism, its benefit to the rural communities, environment and to the State the Governor assured for an adventure tourism project in the area.
The Governor said that the State is going through an unprecedented era of development. The State can become one of the leading States in the country, if each one contributes in its development process. Day is not far when Arunachalees not only enjoy the highest per capita income but also enjoy the highest per capita happiness in the country, the Governor said. He urged upon the youth to be a part of ‘Team Arunachal’ and contribute to the best of their ability and capacity.

The Chief Minister, who also represents the assembly Constituency, informed that General Singh is the first Governor to visit Sagalee.
Conveying the gratefulness of the people for the visit, Tuki said that the visit of the Governor is a blessing for the ADC circle as the latter laid the foundation stone for the mini secretariat.
Expressing gratitude to the Governor for gracing the Nyokum Yullo celebration at Sagalee, Chief Minister said that the people of the area are looking forward for some more visits in the future.
Sagalee Nyokum Yullo Celebration Committee Chairman Techi Totu Tara narrated mythology of Nyokum Yullo. He also gave a detailed description of rituals and practices during the festival. Vice Chairman of festival celebration committee Techi Nakap and General Secretary Nabam Pahi also spoke on the occasion.
A mega dance was presented as part of the celebration in which more than four hundred dancers including 350 girls in traditional attires participated. Special dance conveying social messages was presented by the students of Dera Natung Government College, Itanagar.

Ngurang Tuki of Upper Ghai was felicitated as the best artisan, Tana Paka of Sagalee as the best weaver and Nabam Pajak of Lamte Village, Mengio Circle as the best farmer.
Debia Mayung of Girls’ Residential School, Pan, Silsango was felicitated as the best teacher, Taba Nipo of ADC Office, Sagalee as the best staff and Nabam Takam of Lekang Village, Mengio as best the Gaon Burah. Each one was presented a memento, a citation and a cash award of Rs. 5000 by the Governor. Earlier, at the Nyokum Lapang, the Governor in Nyishi headgear and attire took part in traditional ‘Buya Dance’ along with Chief Minister and other invitees and guests.
On the eve of festival at Sagalee, the celebration committee organized a cultural presentation, which includes Nyokum Sagalee, Indian classical and western contemporary dances, a mixture of floor and ballet technique by Tage Kanya and traditional and modern dances and songs by artists of the Nyishi community. Techi Api, a Class X student of Government Higher Secondary School, Sagalee was crowned as the Nyokum Sagalee 2013. Traditional games and sports were also conducted during the festival.
Addressing the festive revelers at Nyokum Lapang Ground, Itanagar, former Chief Minister Jarbom Gamlin said “it is the duty of each and every community of the state to protect and promote own culture and tradition.”
Observing that religion and culture are two separate things, Gamlin also called upon the younger generation to shoulder the responsibility for preservation of own culture and tradition.
Emphasizing the need to maintain unity among various tribes of the state, Gamlin, who is also Liromoba MLA said, “we need to strengthen the unity of the society in order to make Arunachal a frontrunner state.
He, however, called for proper utilization of fund being allocated by the Central Govt under various developmental schemes and also called upon the people to act as watchdog so that developments take place in proper way.
Lokam Tado, former Koloriang MLA also spoke on the occasion.
At Nirjuli, IPR Parliamentary Secretary Thangwang Wangham today said that Nyishis with a rich cultural heritage and courage are proud of themselves while Arunachal Pradesh is proud of them.
Addressing the revellers during the Nyokum Yullo celebration today, Thangwang, who cancelled his trip to Kumbh mela, cited his experience in the state capital since 1984 saying that from nonentity the Nyishis have developed rapidly in tune with the global spirit.
“Himat hi kimat (Courage is value)”, he justified but urged the Nyishi brethren to refine their courage with humbleness and teach it to the rest of Arunachal, the need of the hour.
“Aadmi mushafir hai, ata hai jata hai, atey jatey rashtey pe yaden chod jata hai” – he turned philosophical to quote the famous Bollywood number, and exhorted the Nyishis to decide whether they want to leave good or bad memories on the path of their life’s journey to the thunderous applause of the gathering.
Pointing out that assembling of numerous spare parts makes a vehicle run, the Longding legislator stressed on living in peace and unity while giving a clarion call to take the state towards prosperity.
“Yesterday is a cancelled cheque, tomorrow is a promissory note and today is hard cash. Encash it with the spirit of unity in diversity”, he said while wishing happy Nyokum to the community and for the welfare of the humanity.
“NERIST is a catalyst to facilitate speedy development of the state,” said its director Prof Deepankar Paul and wondered if Newzeland kiwis could be sold in New Delhi for Rs 400 a kg why not Arunahcalee ones.
Speaking as guest of honour, he called for peace and harmony the prerequisite for development to take deep roots and exhorted the people, particularly the educated youth to come forward to become willing development partners to take the state to its desired destination.
A colourful traditional cultural programme marked the festivity besides ceremonial mithun sacrifice to pray the almighty for peace, prosperity and a bumper harvest.

Along with rest of the Nyishi community in the state, Nyokum Yullo was jointly celebrated by the Nyishi employees serving in Tirap and Longding districts at Khonsa today with gaiety and fanfare.
People from all walks of life, including government officials and general public actively participated in the celebrations.
Speaking on the festive occasion, local MLA Kamthok Lowang said that it was a great day of festivities for the Nyishis adding that the ambiance was such that he was feeling as if he was somewhere in Nyishi area. The MLA said that he always made it a point to attend Nyokum at Khonsa and appreciated the organizers for celebrating the festival in such a grand manner. He exhorted the Nyishis to preserve their rich culture, costumes at any cost for the posterity and urged the Nyishi youths to converse in their own dialects atleast at home.

Mithun sacrifice, cultural presentation by all tribes and volleyball competition marked the Nyokum celebration.
Nyokum Yullo festival was celebrated with great enthusiasm by the Nyishi community residing in Lohit and Anjaw district at Tezu.
Head of various departments, public of all age group with colourful attires joined the celebration.
Attending the festival as chief guest, local MLA and Parliamentary Secretary Karikho Kri cited Tezu as an example for unity in diversity where people of different community have been living in peaceful coexistence with each other for years.
Lohit Deputy Commissioner RK Sharma stated that Nyishis being the largest community in the state have the greater role to play towards peace, prosperity and development of the state.

Nyokum was celebrated here showcasing the rich cultural traditions of various tribal groups of Arunachal. Blending into as ‘One Arunachal’, cultural troupes from Nyishi, Galo, Tagin, Mishmi and Adi community displayed their traditional dances.
Expressing pride in the multicultural environment of Roing, Chief Guest for the occasion Laeta Umbrey, MLA said, “Perhaps, Roing is the only town in Arunachal, where all the festivals of Arunachal is celebrated in grand manner.”
The festival was celebrated in ‘Multipurpose Cultural Centre’ in Roing, which was established to keep up the multicultural spirit of the town. The centre serves as the venue for celebration of festival of all tribes of Arunachal Pradesh. It was inaugurated by Umbrey on January 6, 2013.
An admirer of Nyishi community, the legislator encouraged the tribe to be the torchbearer for all other tribes. “Nyishi is the largest tribe with 350,000 strong populations. They have moved away from past and is leading in every fields – in science, education, arts, administration.”
Encouraging greater cultural integration, Umbrey said: “Idu Mishmi and Nyishi community share similar behavioral traits. Similarities are even greater among women folk.”
Speaking in the same tune, Chiliko Meto, Zilla Chairperson and guest of honor for the occasion said: “Though Idu Mishmis and Nyishis lives miles apart, the two communities have always been in harmony and closely integrated. This was possible because of matrimonial linkages between the two communities.”
Complimenting further, Bengia Guma, host speaker for the Nyokum Yullo Celebration Committee (NYCC), Roing said all communities in Arunachal are bonded with similarities. “It is for us to work upon these similarities and blend into as one united Arunachal.”

Later, in a public meeting held at the village Dere (Community Hall) the senior most MLA Dabii informed that the MIP will cover 150 Hectare of fertile lands of 34 families.
The area is blessed with vast fertile lands and best agro climatic conditions. The MIP will immensely help the farmers in their agriculture and horticulture activities as it has been built with an objective to improve rural livelihood to reduce poverty in the area. The project will also offer opportunities for other income generation activities through fisheries, livestock, etc, he added.
No real development can take place without developing rural economy, and that is why I have been giving priority to development of rural areas, he added. Visible developments have taken place in villages during the last two decades, Dabii claimed. But, there is still lot to be done to bring about a change in the rural economy. ACR denounces repeated bandh calls
Arunachal Citizens’ Right (ACR) has denounced repeated bandh calls¸ especially in the state capital by various Unions/Association for one or the other reason.
Calling for a bandh is a violation of citizen’s fundamental rights and the same applies to all bandh callers or enforcers, ACR said in a release while referring to the bandh call given by Arunachal Law Students’ Union (ALSU) on February 28.
“Any sort of strike or bandh is a curtailment of citizen’s rights”, the release said, adding that any individual or an organization with limited number of members cannot impose their dictate in the form of bandh on the larger section of the society.
Describing the ALSU’s bandh call as uncalled for, ACR said that the Department of Law and Judiciary, Govt of Arunachal Pradesh has already made public in details the steps initiated by it regarding separation of judiciary from the executive, establishment of a separate High Court for Arunachal Pradesh, appointment of High Court judges from Arunachal Pradesh and creation of Arunachal Pradesh Judicial Services Commission.
The department has sincerely explained that official procedures of such magnitude consume time and therefore stakeholders need to bear patience.
It said that at time when the department concerned and the state government is pursuing these matters with the authorities concerned in the Central Government by repeatedly putting forward the demands, calling such bandhs will not speed up the procedure rather it would demoralize the officers involved and jeopardize the entire process.
As far as the demand for dropping of the Parliamentary Secretary for Home and appointment of an independent Home Minister is concerned, a right thinking citizen will always accept the fact that in a parliamentary democracy such as ours it is easier said than done.
“It is an accepted fact that the prerogative lies with the Chief Minister, who is
also bound by certain compulsions, guidelines and interpretations. Just because the
Parliamentary Secretary is not dropped is no big reason to call a bandh,” the release

Arunachal Pradesh People’s Welfare Association (APPWA) has also appealed to the ALSU to refrain from calling Capital bandh during crucial financial month. “We are not against any organization or its demands, but we stand for people’s welfare particularly in this financial year end wherein the departments are working to clear outstanding financial liabilities,” the Association said. Moreover, it said, the law department has already given clarification on the charter of demands of the ALSU.

Taloh steps in historic Komsing village
PASIGHAT, Feb 26: Planning for future industrial demands cannot be simply about making enough industrial land available to satisfy the projected aggregate demand. The area must fulfill some demands, like proximity to raw materials, uninterrupted power supply, major transport systems and workforce along with wide land area for residential, commercial purposes, stated Industry, Textile & Handloom Minister Tapang Taloh while addressing a public meeting at remote and historic hilly Komsing village Sunday.
There were some inherent shortcomings in our earlier planning system, he admitted and said it need not be emphasized that planning has widened the horizon of industrial sector and opened new vistas of industrial growth in the state under his care and vision.
The minister opined that the area has a natural and unpolluted beauty, with many exotic varieties of flora and fauna. The government is determined to keep its environment green and pollution free and therefore, the efforts towards industrialization should not damage the ecological balance and environment to generate unmanageable toxic industrial effluents.
It is necessary to identify the priorities and emphasize the significance of village level small scale industries and adequate employment generation opportunities. Keeping these objectives in mind, the state’s industrial policy attempts to satisfy the aspirations of the people, through economic and industrial developments, Taloh said.
There is a good market for tea and horticulture cultivation and the varied altitude is ideal for the cultivation of a variety of herbs which can be used in the manufacture of medicines, cosmetics and aromatic products. We need good road communication for market outlets, said Taloh.
He assured immediate road connectivity to the village which would be his top priority agenda. The motorable Sangam suspension bridge over Siang River will be completed within March, 2014, he assured.
Extending his gratitude to the state’s Chief Minister Nabam Tuki and Sonia Gandhi led union ministry at the centre Tapang Taloh assertively said that both the governments are providing all possible helps. Taloh reiterated that hydropower could bring prosperity to the state. He said that major industries as are not coming up in the state due to shortage of power.
There are vast potentials in the state which could be utilized for economic growth of the state.

Murder condemned
ITANAGAR, Feb 26: Arunachal Pradesh People’s Welfare Association (APPWA) and Arunachal Pradesh Abo Tani Clans Youth Organization (APATCYO) have strongly condemned the recent brutal killing of a salesman Dipankar Bhowal. Bhowal had been missing since Feb 20 last and his half burnt body was found from Hollongi dumping site recently. Both the organizations urged the district administration to speed up the investigation process and nab all the culprits involved in it.
Bandh declared illegal
ITANAGAR, Feb 26: The Capital District Magistrate under Section 144 CrPC has declared the proposed Capital bandh on February 28 as illegal. The administration directed the bandh callers to abstain from any act that may affect the right, liberty or security of common citizens or that may cause public disturbance of the peace and tranquility. The police officials have also been directed to take all necessary steps against the bandh.
Meanwhile, the administration has sought cooperation from Arunachal Chamber of Commerce and Industries, all market bodies, petrol depots, transport bodies and others and requested them to carry out their routine business as usual.
ATI conducts computer hardware training

In his inaugural address, Director (Training) Pema Tshetan said that this training course is being conducted for the benefit of the Govt functionaries who are directly handling the Computer for office related works. The Director hoped that such practical trainings to Govt officials about the knowledge and skill, maintenance and repairs of the minor trouble shooting problems will solve majority of the day to day computer malfunctioning.
The Director also appreciated the A to Z Computer Education Centre, Naharlagun head Palbinder Singh, a Senior Computer Engineering Graduate of NERIST, Nirjuli and his team of faculties for associating with ATI.
Orientation training course
ITANAGAR, Feb 26: Community food and nutrition extension unit, Itanagar in collaboration with Naharlagun urban ICDS project organized a 2 days orientation training course on February 25 to 26 at Yupia road down colony anganwad1 centre. Altogether 30 participants from Borapani I,II, III Anganwadi centres and also Yupia road down colony Anganwadi centre attended the training.
Y R Ete, child development project officer, Naharlagun ICDS project and Lijum Padu, Supervisor were the resource persons in the training programme. Demonstration for preparation of nutritious food was also conducted.

Christ King School, Khonsa celebrates Annual Day
KHONSA, Feb 26: Christ King School, Khonsa celebrated its annual day cum prize distribution on February 23.
Khonsa MLA Kamthok Lowang and bishop of Miao Rt. Rev. George Pallipparambil attended the function as chief guest and guest of guest of honour.
The parents and guardians, who turned up for the programme were kept entertained by their own children through various colourful cultural and classical dances, songs and skits.
This was an opportunity for the students to demonstrate their talents in acting, singing and dancing.
The chief guest and the guest of honour distributed certificates and awards to the winners of various conpetitions conducted in the school.
The MLA also gave cash awards to two of the best students in the school and also promised to give some financial assistance for the development of the school.

Diabetes in India
According to a recent report of the International Diabetes Federation India has 6.13 crore people living with diabetes, second only to China. Nearly 60 per cent of diabetics in India have never been screened or diagnosed due to lack of awareness. IDF shows that a staggering 62.6 per cent of the people in India are not even aware about the complications of the disease. By 2030, India's diabetes burden is expected to cross the 100 million mark as against 87 million earlier estimated. China had 90 million people suffering from diabetes in 2011 and is expected to touch the figure of about 130 million by the year 2030.
Such a high numbers of undiagnosed cases means people are putting their lives at risk from diabetes complications such as nerve disease, which can lead to ulceration and amputation of limbs. Spread of awareness only will empower them to defeat diabetes through prevention and management, expert feels.
Diabetes over a long term affects all organs of the body and is linked to heart attacks, stroke, some cancers and several infections, said Prof K Srinath Reddy, President of the Public Health Foundation of India. He said despite all the good intent, India’s national programme on diabetes has not progressed and can claim only limited success to its credit, which is why there is a need to explore innovative models for tackling this disease.

It’s an individual matter
Dear Editor,
This is in response to article given by Bogum Ao Foundation through your esteem daily
published on 24th Feb. I would like to bring to your kind knowledge few things in
this regard and make clarification regarding the allegation. A plot of land is in
my possession for last 25 years at Likabali Town in the name of my son Maga Taipodia.
Due to delay in Official process I had knocked the door of Honorable High Court Gawahati
Itanagar Permanent Bench Itanagar for justice. Accordingly Honorable High Court has
passed stay order in my favour vide Order NoWP©334/2011 DATED 20/8/2011. In the
mean time, one Pagli Koyu Superintendent Tax and Excise posted at Likabali Check
gate has forcibly started constructing a Kutcha House in my plot. My daughter Mapu
Karlo requested him not to do same as the plot is in my possession and it is under
Court observation. A complaint was also given to the Office of the Sub Divisional
Officer Likabali. Ultimately the erring Officer completed construction of his Kutcha
House in my plot. Seeing the act and out of anger my daughter Mapu Karlo might have
demolished the house. Due to above cited facts; it is my humble request to Bogum
Ao Foundation not to mis-
On the other hand Superintendent Tax and Excise a govt employee had violated the Honorable High Court Order and liable to be booked under Contempt of the Court.

Education Subject has been neglected
Dear Editor,
Through your esteemed newspaper I would like to express my view regarding education
system of state. It is more than twenty five year that Rajiv Gandhi University and
affiliated colleges like DNGC; JNC etc. have served student communities of Arunachal
Pradesh. What a privilege it is for us to be a part of such a glorious achievement.
In spite of all these matter of pride, there still exists a drawback in our education
system. Inclusion of the education subject in preliminary examination of APPSC has
been not done till-
I, therefore, on behalf of UG & PG students humbly request concerned authority and AAPSU to pay special attention into the matter.
